Former EPA Executive Edward Chu Joins Washington Green Bank Board to Advance Clean Energy Investment

WASHINGTON STATE – The Washington State Green Bank today announced the appointment of Edward Chu to its Board of Directors, enhancing the institution’s ability to advance the state’s clean energy policy, mobilize public-private capital, and accelerate equitable climate outcomes.

Chu brings more than 30 years of executive leadership in environmental governance, infrastructure finance, and climate policy from his distinguished career at the U.S. Environmental Protection Agency (EPA). His experience spans federal, academic, and advisory roles, including service as Designated Federal Officer for EPA’s Environmental Financial Advisory Board (EFAB). In that capacity, he helped advance innovative financing strategies to support clean energy, water infrastructure, environmental remediation, and sustainability initiatives nationwide.

During his tenure at the EPA, Chu led large multidisciplinary teams and managed budgets exceeding $600 million. He delivered major infrastructure and environmental outcomes, including funding programs benefiting millions of residents and facilitating redevelopment projects. Throughout his career, he has built durable coalitions across government, academia, industry, Tribes, and communities, consistently translating policy priorities into measurable results.

The Washington State Green Bank advances Washington State’s climate policy by providing low-cost loans, credit enhancements, and innovative financing products that reduce barriers to renewable energy investment. Chu’s leadership will support partnerships with utilities, financial institutions, companies, government agencies, and community organizations to implement policies that accelerate clean energy deployment statewide.

Edward Chu is a senior executive with extensive experience at the intersection of public policy, environmental governance, and climate finance. His career includes senior leadership roles at the U.S. Environmental Protection Agency, service on the White House Council on Environmental Quality, and advisory leadership on federal climate finance initiatives. Chu holds a Master of Public Policy from the University of Michigan and a Bachelor of Arts from Michigan State University. He also held advisory and academic affiliations with Arizona State University, the University of Pennsylvania, and the University of Washington.
